Comprehensive Plan Policies
• Objective 1.10– To encourage sustainable development throughout the City and implement green building requirements for development and redevelopment projects to reduce energy usage, landfill waste and emissions, created a healthy indoor environment, conserve building materials and resources, and promote water efficiency.
• Policy 1.10.1 - By December 2008, the City shall adopt minimum requirements in its LDR for sustainable development by implementing nationally recognized green standards acceptable to the City, such as the standards of the Leadership in Energy and Environmental Design (LEED) green building rating system as adopted by the U.S. Green Building Council; and address all resource constraints that may be applicable to its implementation.
• Policy 1.10.2 – The City shall consider the feasibility of providing tax incentives, reduced parking requirements, density and height bonuses or expedited permitting for buildings proposing to be built under LEED standards, especially for buildings proposed on the tiered LEED levels of Platinum, Gold or Silver; and/or any nationally recognized green standards acceptable to the City
• Policy 1.10.3 –The City shall require all newly developed public buildings in the City to be designed and constructed to the standards of LEED Silver and all City funded projects to be at a minimum LEED Certified and/or to any nationally recognized green standards acceptable to the City.
Affordable Housing Stardard
Green Affordable Housing Strategy – Develop and Incorporate LEED standards in the housing rehab program
The City adopted Green Housing Rehabilitation Guidelines, the first in the State of Florida. The Guideline requires that one hundred percent (100%) of federal Community Development Block Grant (CDBG) and Home Ownership Opportunities Program (HOME) funds and Florida’s State Housing Initiatives Program (SHIP) funds must be used for rehabilitation, redevelopment and construction projects that contribute to the “greening” of the City. Specifically, the guidelines require that all funds spent in these programs be used in a sustainable manner to promote energy efficiency. Incandescent bulbs must be replaced with Energy Star florescent bulbs, for example, and only “green” products may be used. • To demonstrate Staff’s commitment to this worthy cause, we enrolled Senior Staff members of the CP and D Department in a four day HUD Energy Broadcast Program featuring retrofit and remodeling strategies for various single-family and multi-family structures with Green building and Renewable energy Techniques.
Transit Oriented Development Master Plan
The theme of this master plan is to promote a multimodal system of transportation within the City so there are increased transportation choices available to its residents.
Transportation Options for City Employees
In April 2008, the City has launched the Transportation Options program for its employees.
• Miami-Dade Transit Bus Pass – this monthly pass costs $75, but as City employee, the pass is heavily subsidized and is sold to the employee at a reduced cost of only $12.50
• Tri-Rail Monthly Pass – this monthly pass costs $80, but as City employee, the pass is heavily subsidized and is sold to the employee at a reduced cost of only $15.00
• The City is also encouraging car pooling and van pooling, participants will get preferential (designated) parking at the City Hall and are eligible for 6 free taxi rides
• Hybrid Vehicles will also get preferential parking
• Employees who walk or bike to work will be eligible for 6 free taxi rides.
NOMI Connections for residents
• Free shuttle buses within the City of North Miami, running weekdays 7am-8pm&
• Buses run on Biodiesel fuel
• Reduced Miami Dade monthly passes and tokens are sold to City of North Miami Residents who connects from the free NOMI shuttle to Miami Dade County buses.
Biscayne Landing Development
The largest master plan project in North Miami is the only project in South Florida participating in the United Sates Green Building Council’s (USGBC) Neighborhood Designation Pilot Program."
McDonald Restaurant on 12500 Biscayne Boulevard
The City of North Miami is expected to have the first McDonald in the State of Florida and possibly 2nd in the Nation to be LEED Certified. The Store is expected to open before the end of the year with a LEED Silver Designation.
